Needs Assessment

The City of Bellingham is experiencing rapid growth making it critical for the City to proactively plan for its investments in existing and future ITS deployments.  In addition, other City departments such as police and emergency medical services are in need of using the City’s existing and planned communication system and adding more elements to it. Two key elements that provide all of the stakeholders at the City with a mechanism to effectively manage the homeland security and ITS systems are the communications network and the traffic management center (TMC).  Transpo began by assisting the City in their ITS planning and implementation efforts as they proceed with developing a TMC. Transpo helped the City develop an ITS strategic plan that identifies a framework of future ITS activities and projects throughout the City. The elements of this plan include:

  • Existing communication infrastructure inventory and documentation review
  • Functional design for the new TMC
  • Functional analysis of future ITS needs
  • Developing a matrix of applicable technologies and related cost analysis
  • Preparing an ITS implementation plan with project prioritization
